I suddenly got really slow FPS in CSGO, used to do 100-120 now getting stuck at 40-70. I lowered my graphics settings but speed didn't go up or down. When it's quiet and I just stand around, fps goes back up to 100 or 200. Is this a hardware problem or a software issue? I'm confused why lowering graphics doesn't fix the slow frame rate.

I have a Dell Optiplex 390 mini tower with an Optiplex 390 motherboard, 8 GB of RAM, DDR3, and a GTX 750 Ti. I also have a Core i7-2600 processor on an HDD that is 500 GB in size. My temperatures for both the CPU and GPU are around 70 degrees Celsius.
