Is my computer running slowly?

I've recently observed that my friend’s computer outperforms mine by a considerable difference. He possesses a GTX 1060 with 6GB of memory (the white, overclocked version), while I have an RTX 2060 with 6GB and a Ryzen 5 2600 (he has the same one). In numerous games, his PC consistently surpasses mine by approximately 10-20 frames per second. Our systems are quite similar, but I've also noticed that even when reducing graphics settings, my frame rate remains constant. The GPU usage decreases, yet it doesn't result in a corresponding rise in frames. (My RTX 2060 is currently overclocked.)
Here are some small test results:
F = Friend’s computer

Rust (highest settings):
F = 70-80
M = 50-70
Grand Theft Auto 5 (highest settings, no depth of field):
F = 70-90
M = 40-80 – Performance varies greatly in certain areas
Generation Zero (highest settings):
F = 60 fps
M = 100-110
(Occasionally, mine beats his)
As I previously mentioned, my computer rarely fully utilizes its GPU power, typically operating at around 70-80% of the GPU capacity and approximately 20-50% on the CPU side. Adjusting or increasing settings doesn’t significantly affect my frame rate, only causing the fans to spin at maximum speed!
My power supply unit is a clean, powerful 11 from be quiet (700 watts), and I believe that’s sufficient. Indeed, the operating system has been newly installed for the 2600 model. Could you direct me to a comprehensive list of my system’s specifications? Currently, I know that my computer has 16 gigabytes of RAM running at 3200 megahertz, along with an RTX 2060 with 6 gigabytes of VRAM (an Asus Turbo model) which has been slightly overclocked, and a Ryzen 2600 processor.
