Turn off your computer completely before trying to turn it back on just in case. Disconnect all cables other than the mouse, keyboard, and monitor, then unplug them from their ports before you try starting up the machine again.
I tested it but the problem is still here: I put an old SSD in for sure. Since I don't have extra DDR5 RAM sticks, I only used one at a time. I disconnected my second monitor and switched back and forth between them. I picked the video output from the motherboard and changed the RAM profile (from EXPO to XMP).
If I had to guess, something weird is happening with either the CPU or the Motherboard. Are all those little pins in the socket clean? Are any bent or missing? One thing you can try is running LatencyMon and see what it says when things slow down. This might tell us exactly what's wrong.
