I face a rather unusual and uncommon problem that hasn’t received much assistance online.
My system includes an RTX 3080 with 10gb RAM, a Ryzen 7600x processor, and a DDR5 32gb memory setup. It uses SSD/M.2 NVME drives and runs on Windows 10.
Please note that neither the CPU nor the GPU has been overclocked.
While playing games, regardless of the title, my frame rate either stays at full or doesn’t reach the intended cap, causing my mouse to freeze abruptly. My display resolution is set to 10. Additionally, outside of gaming sessions, my computer experiences significant lag. Reducing the FPS usually resolves the issue, but I’m hoping to find a solution for games like Cyberpunk when performance drops to 60-80 fps.
This situation is new; it only started about a month ago.
It seems my system prioritizes the game over other tasks, though it never crashes.
I have tested two mice—my wired Zowie and a wireless Razor model—but neither helped.
If you can identify what’s causing this, or suggest a method to search for similar threads or a fix, I would greatly appreciate your help. I’m really unsure how to proceed.

Consider adjusting the polling frequency to a value below 1000. Check how it affects things.

Also a simple question, but what type of PSU do you have and how does it display VRAM usage? It might be worth checking if you're near the VRAM limit, where that buffer gets almost full and you might experience swapping into system RAM, which could affect performance you notice. To confirm, look at the VRAM usage and see if adjusting settings slightly improves it.

Maybe something went wrong recently—like a bad update, a virus, or malware.
Have you begun using different applications such as Discord or started editing during gameplay?
Check your list of installed programs to see if any new apps have been added.

I have an 850 watt power supply. It doesn't seem like the VRAM is the problem, as in CS2 it's a major concern. Also, I don't think playing games at low resolution with 60 fps on a 3080 makes much sense.

Changed the drivers and performed a Malwarebytes scan, yet the update failed to resolve the issue and the scan returned no findings.

It turns out it was the PSU cable adapter from SAMA that caused the problem with my SAMA IM01 case. Their quality control seems poor, especially since this is the second PSU cable I received. It's surprising I didn't notice this earlier. I don't know how to fix it now.
