Hey there, I see you're feeling frustrated. You got a CS:GO gift, haven't paid on Steam yet, and received a gift card worth about $14.50. You wanted to buy skins but can't because of a screenshot showing restrictions. The Steam help says deposits count and mentions a 15-day waiting period for Steam Guard. It seems you might have misunderstood the rules or need to make a purchase yourself. Let me know if you want clarification!

Can't form new accounts or get gifts. You can purchase a game that should resolve most issues except for Steam Guard.

To access the market, you need to manually deposit money into your wallet (such as PayPal or Visa). A Steam wallet card isn’t valid. It’s just not how it works.

Well that sucks. I guess I'll wait till Gmod goes on sale or something. Btw what do you mean by "wait it out?" Do you mean steam guard?

Ikr . . . Ok. Thanks Funny thing is, I have a mate who got steam a while back. Only game he had was TF2 free and he didn't have problems adding friends or anything.

They introduced it some time ago mainly to stop scams and possibly to deal with smurfs in CSGO. If you manage to get trading cards from friends or others, you can boost your account to level 1 (if needed) and then add more friends—though I’m not entirely sure about that part.
