My computer has a quad-core Intel Q8400 processor, 8GB of DDR3 RAM, and a GeForce GTX 650 with 1GB of DDR5 graphics memory. Will I be able to run Watch Dogs 2 smoothly, without significant lag?

If your RAM—assuming it’s not a single module configuration—satisfies the 720p at 30 frames per second, low graphics setting specifications, that doesn’t account for the game's engine’s significant performance issues.

Your system’s RAM—if it isn’t a single module—satisfies the minimum specifications for running at 720p with frame rates of 30fps on the lowest graphics settings, though this doesn’t factor in the game's engine’s performance issues.

A resolution of 720p is considered low quality. Furthermore, the resolution level has a minimal effect on processing power needs, and your processor is significantly below the suggested minimum specifications.
