I am deciding between 9800x3d, 7850x and 9950x. I specialize in cybersecurity, so I need to run VMs, occasionally edit videos in DaVinci Resolve, watch Xplane12 and wait for GTA6.
I have 10700k and 4070ti 12gb and 1440p.
I wonder if the difference between 9800x3d and 9950x at 1440p is noticeable while playing games?

at 1440p resolution you become more reliant on the GPU. this doesn’t mean the CPU loses importance, but the GPU will definitely handle a larger portion of the workload. vms require more cores and ample RAM to manage everything efficiently. any CPU you choose should perform well enough for the tasks you plan, and ensure you have sufficient RAM for those operations. your GPU can manage gaming demands as long as it supports 1440p playback.
as a reminder, each game behaves differently in terms of resource consumption. one may strain the GPU more than another, while another might need more CPU power. some games require balanced performance from both components. there isn’t a strict guideline on which to prioritize.
i chose a 5900x and 64 gb ram setup for my virtual machine requirements. i also have some experience in cybersecurity, and it's often helpful to create a full virtual network with switches, servers, clients, and more. consider your needs now and plan wisely. a little extra provisioning is wise, but 12-16 cores should suffice together with hyperthreading.
Just wait a few months and you'll have 9950X3D or 9900X3D, and you'll be all set.
The CPU remains quite useful at 1440p, but your 4070Ti isn't a standout here, so I think the listed choices shouldn't cause any problems with it.
If you decide to upgrade to 5090 or similar, then anything above 9800X3D (or the next ones) would slow things down at 1440p.
Besides that, you should be honest about your situation. From what you're saying, you're not a professional—just a student. 9800X3D should easily handle running multiple VMs for practice and games.
Unless you go all in with those VMs, the main limitation will always be RAM for this setup.
