Usually not consistently. When the laptop is idle or handling simple jobs, you wouldn't expect the fans to spin at maximum. Which model are we talking about?
Yes, if you keep using it at high speed for a long time, the fans might wear out, but likely not the internal parts like the CPU or GPU. Are they spinning at 100% because of demanding work? Are you making them run at full capacity intentionally?

The internal fans are functioning properly. I'm referring to the external cooling fans, and I can adjust their speed. Would running them at maximum speed continuously affect the laptop?
