If a fan stops working, all other fans increase their speed dramatically. This is problematic, especially in a data center setting. If I were you, I’d opt for an HP ML350 (4U) or a Xeon workstation instead of a 2U server.
If the seller cant get it to boot or wont show it boot, walk away . There's a reason he's not showing it boot.
