Here is the situation: I recently reinstalled Fallout 3 to replay it on my new PC, but whenever I reach the gender selection screen, the whole system freezes. Pressing the power button doesn’t help, and everything only unfreezes when I select a different option. I checked YouTube for solutions, but they only made it worse, freezing right before the gender picker appeared. It worked on my Windows 10 laptop (A8-7410) and even on my C2Q computer with Windows 7. Sorry if my profile description is in the wrong format.

Fallout 3 isn't officially compatible with anything beyond Vista, which runs on Windows 7, 8, 8.1, and 10. You might find some fixes helpful, though results will differ.

In addition to this, there are many mods that resolve these issues. Check out NMM, the top-rated one, which performed well for me on W10.

Some hardware enjoys Fallout 3 while others don't. I employ mods such as CTD and Memory patch ENBoost, https://www.nexusmods.com/fallout3/mods/19369, Fake Fullscreen Mode Windowed - Alt Tab Fix, https://www.nexusmods.com/fallout3/mods/16001, Unofficial Fallout 3 Patch, https://www.nexusmods.com/fallout3/mods/3808, or the updated Unofficial Fallout 3 Patch, https://www.nexusmods.com/fallout3/mods/19122. Occasionally I opt for this to sidestep problems. Quick Start Game at Vault 101 Entrance, https://www.nexusmods.com/fallout3/mods/3562.
