I've been using Doom Eternal recently and have encountered some strange performance problems. The game typically runs smoothly at 40-50 frames per second when all graphics settings are set to low, even after adjusting the Nvidia control panel. However, once I reached the second-to-last level, performance dropped significantly to 15-20 fps. It would occasionally recover briefly to 40-50 for a short period before dropping again. This low frame rate continued through the final level, and I had to abandon progressing halfway through due to the difficulty.

Here are my system details:
System: Windows 10 (64 bit)
CPU: Intel® Core™ i5-7300HQ at 2.50 GHz
Memory: 16GB
Graphics Card: nVidia GeForce GTX 1050

I'm using a laptop, which I assumed would offer less performance compared to a desktop, but it still didn't meet expectations. I checked online benchmarks and noticed my card is struggling with most games, especially those I enjoy playing. Attempt Windows & Nvidia power plans at peak performance, restart, then run Doom.

I tried that, but nothing changed. They were already at maximum performance, so I created a new power plan for Windows and turned the settings on in the Nvidia Control Panel, but it didn't work even after restarting.

The specs should perform the game fairly well. Monitor CPU temperatures and frequency to ensure they stay within acceptable limits using Coretemp.

What are the standard temperature and frequency settings? You're seeing around 90° C across all four cores, with a frequency of about 3000MHz—does that fall within acceptable ranges?

Cpu temperatures must stay in the low 80s, with frequency running at full turbo during those conditions without dropping to throttle. It's important to track the live cpu speed when performance declines to identify the issue.

It appears neither the temperature nor the frequency remains consistent when the fps is reduced. Additionally, I should note that I was searching in the incorrect location; the actual average temperature is 84° C.

As long as the cpu speed remains stable, significant performance drops shouldn't occur. Additional factors to consider include the fullscreen optimisation setting available for the game's app, and avoid using GeForce Experience for optimization.

I attempted those fixes, and initially the game felt smoother, but within a minute or two the frame rate dropped back to 20fps.
