Planning to boost Core 2 Quad Q9550 to 3.1GHz possibly up to 3.2GHz. Could a Arctic Freezer 7 Pro Rev 2 assist with temperature and noise levels? What changes are expected in temperatures and noise? Please keep it simple and avoid more expensive options.

Without understanding the current temperatures and voltages you're experiencing, it's tough to judge.
This is definitely a better option than the standard or unbranded cooler and much quieter.
