It's a small issue, but it bothers me a lot. Version 1.04 occurred at 1.02 and no updates were applied. MipmapBias (0) doesn't make any difference. Resolution was changed to 1080P, but the problem persists. All settings remain on an Ultra i7-4790k with 16GB RAM, dual SLI-GTX 980 cards, Windows 7, and the newest Nvidia drivers. The DualShock controller works with Inputmapper, though it still causes issues with a mouse and keyboard. Some NPCs react when I walk nearby—about half the time. Also, the jump button needs pressing during startup to avoid a 10-second face reaction.

I've only observed this in Novigrad possibly due to high population density.

This seems unusual; perhaps submitting a support request to the development team would be beneficial. They typically respond promptly.
