I'm running a GTX 950 OC with 2 GB of VRAM: approximately 245 MB is available during gameplay. My system includes an i5 processor clocked at 2.8 GHz, 8 GB of DDR4 RAM, and graphics settings set to high. I’m consistently achieving 50-60 frames per second in public matches, while closed friend sessions maintain 58-60 fps. Is it typical to experience a frame rate in the 50-60 range during public gameplay? What accounts for the slightly higher frame rate in private sessions?

Display synchronization restricts frame rates to 60. Furthermore, it implements a mechanism that decreases the fps to avoid screen distortion. Consequently, achieving 50-60 frames per second during a public game with V-Sync enabled is entirely typical.
