I wanted to verify. If I increased the overclock of a X5450/E5450 (3.0Ghz) to 4.5 Ghz (if possible), would this lead to a 50% performance improvement? This adjustment would be done using a LGA771 to LGA775 modification.

For a purely cpu bound application, it could be.
However, most programs involve both cpu and i/o tasks, and it's possible that the i/o operation is what restricts your speed.
