It seems there might be a performance issue, possibly due to throttling. The system is defaulting to the CPU's standard core frequency instead of optimizing. Chipset driver or BIOS update could help.

I understand, I don't require 5ghz. However, since I purchased the Dark Rock Pro 4, it should perform well from a cooling perspective. At the original clock speeds, I feel it was a poor use of $90.

It seems like a driver or software might be interfering with the OC process. Thermal or power throttling on the motherboard could cause it to reduce frequency more noticeably.

Thanks for your assistance, I'm going to consider it a wash. It's not worth wasting any more time on this, lol. 4.6ghz it is.

The majority of throttling occurs due to turbo power limits being set to their default settings. Adjust both limits, PL1 and PL2, to their maximum values in the BIOS. Check the Limit Reasons data in HWINFO; it will explain the reason behind your CPU's throttling.

I adjusted the settings to maximum, still downclocking to 46x when under stress. Please tell me which screens you'd like photos from, and I'll upload them to see how it works.

I'm just a bit worried after all these changes and still no success. I went back to the original settings and now my Ethernet port isn't working. The device won't start (code 10).
The drive is not ready; its door might be open. Check the drive percentage and ensure a disk is inserted, with the drive door closed. That's the issue I see on the network adapter. Oh god...
