Generally the iCloud lock is in place because the device was stolen and reset (but not always). As far as I know, there is no legitimate way to circumvent it.

He got his iPhone unlocked by paying for a service, bought it from eBay, and they returned it fully unlocked without any iCloud connection. I’m not interested in paying for that service anymore.

Use the original Apple ID and password from the device's owner. If you bought it from another person, request the correct details. If they lack them or say they've forgotten, proceed immediately.
