Look through your motherboard manual for BIOS settings, my ASUS motherboard is old but it has a setting called "EPU Power Savings" that disables I/O when not in use by detecting a load on the CPU, if something like that is on try to disable it

I'm receiving a new motherboard today. It had all the USB ports except two, and the Ethernet was included. Both USB C connections and my case's IO functioned properly. I tried drivers but they were marked as up to date, so
