It seems uncertain what you're testing. Device, its NIC, port, cable, router connection, ISP—what method are you using to check speed? Go through each possibility step by step: swap cables, test on another port, send a big file directly between laptop and PC (with or without router). This should help identify the bottleneck.

Changed the cables, performed the same as my main desktop which runs at maximum speed. Tested connecting to a network switch and various router ports. Consistent results each time.

It could be that the issue isn't worth fixing via that port, and I'd likely receive a refund or replacement. I'm not the top choice for this either—perhaps another person has a better solution.

The issue has been resolved by turning off IPv6 on the adapter. You can keep it disabled unless you need it for future use.
