A speed test at the nearest server shows similar results—100 Mbps upload/download and 2 ms ping—but the actual experience remains poor.

I used fast.com and it displays 20-30 minutes, which seems normal given my location in South East Europe. I’m confident the Netflix servers are based in America.
Nah, Netflix has servers all over the world. Mainly North America and Western Europe, but the closest servers to South Eastern Europe are the servers in Austria, Italy and Poland. But I just wanted to show the results on that website, to show that the speedtest.net results are better than you might actually get. Try contacting your ISP to see if this is a known issue.
