Also is there a solution for the gh oscillating between 4.44 and 4.48?
No, these minor changes depend on both PSU and MB voltage regulation. Certain PSUs are more efficient, while some MBs offer superior voltage regulation.

Ive been stress testing on aida64 for a little over an hour and it seems stable at 1.272 to 1.284v only concern being it bounces but as you said small variations are fine. I do want to be able to downclock on idle tho
