Monitors offer a 60Hz refresh rate, and enabling v-sync limits the game to that speed. To cap games at around 45 or 50 FPS, you’d need third-party tools that adjust frame rates. Essentially, lowering the target to 60 frames below would achieve the desired effect.

It’s frustrating when your game freezes at 60 and then drops to about 45 frames, especially since I can feel the impact. That 45-frame drop feels quite noticeable. Not sure if you got my point, but it’s definitely irritating to see those frame losses.

Limiting to 45 FPS isn't ideal on a 60 Hz display without G-Sync or Adaptive-Sync. It causes one frame per screen refresh, then two, and so on, leading to a choppy experience. Another approach splits the first frame into two parts for each refresh, then alternates between them, eliminating stutter but risking tearing—showing half of an old frame alongside a new one simultaneously. It works if your monitor supports 45 Hz.

vsync limits the game speed to what your screen can display. For instance, with a 144Hz monitor it keeps the frame rate at 144fps. However, if you adjust your monitor’s refresh rate to something like 40, vsync restricts the game to 40 frames per second.

Avoid picking 45 for a smooth performance. It doesn’t match well with 60. For lower than 60 fps, 30 seems ideal based on this.

In AMD Catalyst Control Center, find the graphics driver under Desktop Management -> Desktop Properties. The same applies to Nvidia, though it varies based on the monitor's supported refresh rates.
