I've been assisting her friend with setting up her new PC and she's sharing screenshots of the BIOS for troubleshooting issues. I noticed the VCore voltage was near 1.000V and RAM around 1.2000V, both showing minimal changes. She's running a 10900K on a MAG Z490 Tomahawk with Patriot RAM at 3600 MHz—considered low for stable overclocking. I wanted to run a simple test with you for feedback and get more insight. It shouldn't matter whether the GPU is connected or not. Also, using a different VCore wouldn't prevent drives from appearing as bootable media.
In the BIOS the CPU pretty much stays constant at its base clock and since there's hardly any load, voltage stays more or less the same. RAM at 1.2V just means XMP hasnt been applied.
1.2V is typical for DDR4 memory. You should turn on XMP or adjust the voltage yourself to achieve higher values, such as the 1.35V+ found with performance RAM. Likewise, the default CPU speed in BIOS usually runs at its highest non-boost rate. For the 10900K, this would be around 3.7Ghz. This lower speed means it only needs roughly 1 volt. The voltage stays steady in BIOS since usage is minimal and steady.

If her old machine was quite outdated, it likely used an MBR boot setup, which isn't supported in EUFI mode. You'd have to switch the BIOS to legacy or non-UFE settings to access that kind of boot system.
