I have an HP workstation Z820 motherboard with the HP158B chipset and Intel C602. I believe my CPU (Xeon E5 2643) might be limiting performance for my new Asus GeForce OC 1060 6 GB. The CPU has HFM 3.3 turbo 3.5. Can I overclock it? I’d better avoid that.

Yes, and no. If you used a different brand MB, consider adjusting the BCLK to OC, which is comparable to this example:

Yes, and no. If you had a different brand model, you might consider changing the BCLK value to OC, which is similar to what's mentioned: No, since you own an HP OEM PC, that feature isn't available. Sorry. You're mostly right. My HP Z400 (C602 chipset) can push the W3680 to 4.1GHz on all cores with ThrottleStop. The W3680 supports an unlocked multiplier, so it won't be able to do much with the E5-2643.
