We explain it. Occasionally the GPU section managing streaming stays separate, which means the effect on performance is small, like in this example. However, the Intel IGP isn’t very strong (though the decoder/encoder does), so I can’t confirm.

It won't slow down until the system is fully at 100% capacity before encoding begins. At that point, the encoder will reduce the iGPU's overall power allocation for itself.
