Your system's XTU indicates the CPU is experiencing thermal throttling.
It seems like the issue might be with a component on the motherboard.
XTU doesn't capture BD PROCHOT throttling accurately. Disregard XTU. @EspinalAndres Some MSI boards include a LN2 control on the motherboard. It could be a real switch or just a designated area. Gradually, dust accumulates or the switch fails, causing constant thermal throttling to the CPU through the BD PROCHOT route. XTU logs this as throttling but it isn't happening. Your temps are normal. Use ThrottleStop to block the BD PROCHOT path or clean the dust from your board. Check your manual for LN2. Your CPU can still thermal throttle even if BD PROCHOT is active. BD PROCHOT and PROCHOT (processor hot) are distinct concepts.
Thank you for your response. I tried it with a new PSU and the 0.8 GHz still works. I plan to clean the motherboard tomorrow; it might help. Unfortunately, there isn’t an LN2 switch listed, but I’ll check physically since there are a few switches not shown in the manual that I can see on the board.
The throttling isn't due to the power supply or Windows. Your BIOS indicates 0.8 GHz, meaning the CPU is throttling before Windows starts. This issue can occur with many different motherboards for various reasons. Consider using the Task Scheduler to add ThrottleStop to your Windows startup process to avoid this problem. Be cautious when interpreting data from monitoring tools, as they may not reflect accurate CPU speeds in safe mode.

I experienced the same problem you mentioned earlier, where my CPU functioned properly until the next day when it froze at 800MHz (0.8GHz). I didn’t replace any parts since it worked before and my BIOS was up-to-date. I’m not sure if it also displayed 800Mhz in the BIOS. After a clean Windows installation, everything returned to normal. Whether you should format and reinstall is your choice—just use an extra drive for a backup so you don’t lose your current setup. You might also consider trying the LN2 switch suggestion from Unclewebb, which could be labeled SLOW 1 or SLOW MODE.
