I own a 7700k on a Strix Z270H and am using 2 x 8Gb @ 2133. (stock speed) plus RX 480. I found a great deal on some Trident Z Neo 2x16 @ 3800, but I'm unsure if it will work with my processor. The MOBO supports speeds up to 3866, so I should be fine getting that fast stuff. If not, a slight downclock might be necessary. The improvement you'd see would depend on your current performance; for example, you get around 80 FPS on GTA V at high settings. It could be higher but I suspect you've reduced FPS settings. Dirt 5 isn't great in terms of FPS, though I think the GPU is the issue. Cities Skylines runs smoothly enough. It's a decent system but has some limitations. If saving half by buying an identical kit would help, then your i7 7700k should handle the 3800 memory well. Otherwise, you might end up with a subpar build.

It varies based on the specific kit and your IMC level. A good B-die board at 3600MHz with those timing settings should definitely boost it to 4GHz.
