I considered overclocking and installed some software, after which I noticed the Turbo Boost Short Power Max is quite high while the Turbo Boost Power Time Window is very low compared to the video I watched.

just put the core multis up to your desired level, like all 45 with a voltage of 1.23v and core voltage mode set to adaptive and wallah, you can proceed from there.
adaptive voltage means the cpu reduces power while idle, around 0.88v i think.
your settings look good, the 4690k matches yours exactly.
