Usually it's not a good idea, because the savings you get from the CPU can be lost if the motherboard fails. I’d only consider an older CPU if you already own the board, otherwise stick to the last couple of generations and get a fresh one.

It seems better to choose a Ryzen 5 3600, a broader selection of motherboards, and the flexibility to upgrade later. It’s likely to outperform Intel in the same price range. If you require an integrated graphics card, you’d need a G-series Ryzen.
