It would also interest me to find out which motherboard he’s using, since that could affect whether a 9700k or 9900k would perform well.

It will perform slightly better but won't make a big difference. The boost is minimal—around 1-2% over the 8400. In this trial, it lagged just once while the other version was faster or within a small error margin. Upgrading isn't justified by the cost.
