It seems the device is supposed to reach up to 4.6 GHz, but it’s not performing as expected. Power usage fluctuates—runs at 110W briefly before dropping to 65W.

The 4.6 Ghz is intended for single-core boost bursts. The same applies to power consumption. Under continuous loads with full core turbo, Intel's specifications show a peak of 3.3 Ghz and approximately 65W. Everything appears to be functioning within the expected range.

Boost the turbo settings for PL1 and PL2 in the BIOS to keep the CPU running at full capacity. As long as your cooling system is solid, this works fine.
