I bought a CPU, motherboard, and RAM package recently. The components are Intel Core i5 10500 3.1GHz Turbo Boost 4.5GHz with 16GB (2x8GB) DDR4 3200 RAM MSI B460M-A PRO board. I’m very satisfied with the parts and performance after switching from a 7th gen dual-core CPU with 12GB DDR3 RAM. My problem is that the CPU doesn’t reach above 4.2GHz even though the BIOS says turbo boost is enabled. I’ve checked the BIOS settings, set the multiplier to 45 per core, and confirmed the maximum speed listed is 4500MHz. Windows is fully updated and the BIOS is current. I haven’t found any details about how these parts might affect clock speed or why there’s a limit. If anyone has insights or advice on how to achieve full speed, I’d really appreciate it.

All main turbo power reaches 4.2. One core turbo power is 4.5.

Unless you're handling minimal tasks, the processor will never hit 4.5GHz. Many applications today require four or more cores, resulting in performance around 4.2-4.3Ghz. Intel's boost settings are designed so that maximum speed is available for one or two cores, then decreases with additional cores. You might attempt synthetic tests such as Cinebench or CPU-Z single-core evaluations to check the 4.5GHz figure, but in actual programs and games this value is rarely achieved.
