I own a Core 2 Duo e8400 CPU, an Nvidia GeForce GT520 1GB DDR3 GPU, and I’m playing GTA 5 at around 23 FPS with a maximum of 40 FPS. Over time it drops to about 15 FPS and the game feels sluggish. Assassins Creed 4 on Black Flag is running smoothly at 1152x864 resolution but I need higher frame rates. I’m considering upgrading to Core 2 Quad Q9650 for gaming, but I’d like advice. Also, my RAM is only 5GB with 800MHz DDR2. Can I upgrade or buy another system? Please help!

Hi. Here are your full specifications: motherboard and PSU, CPU cooler, and recommended components.
Q9650 can fit on the same board as the 8400, but the upgrade isn't really worthwhile. Your GT520 is quite outdated and won’t benefit much from more cores.
I recommend aiming for a stable clock speed of your 8400 to around 3.6 GHz (FSB 400 x 9). This usually performs well if the CPU cooler is adequate.
You might also look into upgrading your GPU to something like a GTX 750 Ti/1050.

The E7500 wouldn't be a wise choice when paired with an E8400 that has a better maximum overclock potential. This processor could be set to a steady speed of 3.8Ghz.

He didn't mention if he had an unlocked MB. The approach I recommended should work for any MB that supports the E8400. His RAM timings remain unaffected by this method. If he possesses an unlocked MB, he can push his clock speed beyond the new base of 3.66Ghz.

Your entire system is quite outdated, so investing in a new CPU and RAM isn’t really useful just yet—you’ll need a more serious upgrade.
The GPU will remain functional even after you upgrade the other components later (unless you wait a long time).
