Why not rely solely on NVENC with the 3090 instead of adding a separate streaming rig? It uses less power, causes less trouble, and might offer improved performance.

The 3600 and 8700k will behave alike regarding streaming. Little will shift unless you plan to set up two PCs for this purpose; stick with the 3600. Alternatively, you might run NVIDIA Voxel on the 3090 and operate with a single machine.

It's really helpful to have a dual PC configuration, especially for reducing input lag and spikes. It makes switching between games much smoother without needing extra effort. Overall, it provides a great experience for me.

I see, fair enough. If you've already got the 3600 set up in your streaming PC, I wouldn't bother swapping it out for the 8700K. It sounds like too much of a hassle to change platforms, reinstall Windows and other things only for a performance benefit that'll probably go unnoticed.

When comparing NVENC and CPU x264, you can still achieve higher quality with the CPU version at 1080p60 Medium and a few adjustments. In fact, I successfully reached 1080p60 Slow on my 3900X using custom settings, and it maintained over 100 FPS in games—performance that even surpassed my cousin’s NVENC encoding on the same bitrate with his RTX 2070.
