I’d hold off on the AMD 4000 line because Intel isn’t the best choice at the moment.

I’d choose the 4000 series. I finished my first build two days ago. I’m using a Ryzen 5 3600, and once the prices for the 4000 line up, I’ll get a stronger CPU and more RAM. I’ve heard positive things about what to expect from this new lineup.
