Only files from a Windows DVD were copied. You need to write the .ISO to the USB drive with a tool.

I mean locked refers to something being secured or restricted, like a door or a digital access point.

You must prepare the flash drive for use by creating a bootable version since they don’t come with bootcode built in.

It didn't assist. It seems the issue might be with my laptop. I'll continue using Windows 7 until I complete the PC setup.
