During the installation of my new CPU (AMD Ryzen 5 8400f with stock cooler), my fingers accidentally touched the thermal paste on the cooler, causing some to fall off while most stayed in place. Should I replace the thermal paste or it should still work?

Well... if you hadn't taken out the block after installing and running it, you didn't have to do anything.
However, since you apparently
did
...clean both sides thoroughly and reapply fresh paste.

I replaced the CPU cooler since I placed it incorrectly, causing the cable to not fit properly. I removed it and reinstalled it in the correct orientation.

You should probably reapply the thermal paste now, as the heatsink was briefly removed to adjust its position.

You might need to reapply the thermal paste now, since you recently moved the heatsink and adjusted its position. Since you haven’t powered on the PC yet, there’s no risk of damaging it. Just make sure everything is secure before turning it back on.

@Tomas Talaat
"I reinstalled the cpu cooler because I placed it in a way that caused the cable to not fit properly, so I removed it and re-installed it correctly."
What cable?
Photos?
And keeping an eye on CPU temperatures is always a wise practice when starting a new build.

I changed the stock cooler to fix the alignment properly. There are no issues with the cables. The concern is whether removing the heatsink and re-installing before turning on the PC requires replacing the thermal paste because of air bubbles or not. I haven’t checked the temperature yet, but I plan to do so after fully installing the PC. What temperature signs indicate the CPU is working correctly? Here’s a photo of the CPU after I removed the heatsink before re-installing: https://imgur.com/a/sqTVyVx
