I don't manage a fresh setup of 8.1 on my new system. I chose the USB drive as the boot choice, then appeared with the Windows logo and circular icons. It either stays on that screen or freezes. Please note you formatted the USB with FAT32, created a partition, and copied files from your DVD beforehand.
It might be a faulty download or an incorrect copy to your drive. Rather than handling everything yourself, use the Windows 7 USB/DVD Tool to mount the ISO. If you have a genuine product key, obtain it directly from Microsoft's site. The process will install software that downloads the necessary ISO, verifies its integrity after download, and then mounts it to a DVD, USB drive, or saves it as an ISO. It also performs checks for corruption during the final step. I tried the first option that automatically downloads and generates media, but it didn’t work. I also saved the .iso file and mounted it with the Windows 7 USB/DVD tool, but nothing appeared. Using a standard 64-bit DVD reader didn’t help either. I guess I’ll just label this as a Geek Squad situation.

Are there any network cables connected during the setup? If yes, remove them before finishing to ensure proper IP configuration.
