I just completed assembling a PC and set up Windows 10 Pro version 1703. After downloading the 1709 update, I requested a restart, but it keeps restarting without installing anything.

You can't simply reboot the system; you need to restart from the Windows Update settings. There should be a restart option on that same screen where you can review available downloads.

You have two options: run the Media Creation tool to reinstall Windows from the beginning or utilize the upgrade assistant (click the update now button).

I'll attempt the upgrade assistant. The installation is brand new, and I just set it up using an old USB drive.
