He is trying to fix his PC setup with an i9-9900K and a Z390 gaming card. The motherboard has a 32GB of ViperSteel memory at 4000MHz. It was running properly before he turned it off. After switching it back on, two fans were activated but the system still wouldn’t boot. He checked the case, removed all components, and built a test environment. After swapping RAM sticks one by one, sometimes it worked and sometimes not. He mentioned possible shorts in the dimms slots or CMOS issues. He cleared the CMOS several times during setup.

Replace the CPU and scrub its connections from the back. If the RAM performance is inconsistent and the motherboard is pointing the finger at the CPU, the issue is likely with the CPU itself.

If it doesn't work, it's probably the motherboard. CPUs are rare to fail since they're compact and built with many parts tightly together.

It's likely due to manufacturing issues. Purchasing second-hand components means they've been used before, which usually makes them functional.

It was functioning properly with a stable OC at 5.2GHZ. The issue started after installing the fans, possibly due to a loose wire or short circuit. I’m not sure if it was a wiring problem or something else. He’s capable of building PCs successfully—he and his brothers are both fine.
