No, it does not request the admin password first. It simply provides the admin password when prompted.

Open the command prompt as an administrator by searching for it in the start menu. Once running, enter the local group administrator username followed by /add to add it.

No, you wouldn't need to access Active Directory. The error relates to permissions for the device or file, not directory services.

I clicked right-click and chose run as administrator, but the file didn't launch at all.

Everything appears fine in Active Directory. All users have admin rights. Attempting to disable the anti-virus still causes permission problems. Additionally, it seems unusual since the server runs as a domain controller while the client machines are in workgroups, even though they share the same domain name.
