Yes, it only adds a watermark and prevents changes to Start Menu colors. It functions identically to an activated installation.

It might work on Windows 7, though not on Windows 10. They seem to be adopting a model similar to macOS—free for devices with compatible hardware, which is essentially available on most modern PCs. Their goal appears to be gathering user data.
