Use apt to add Steam, unless those Budgie folks altered the package sources.

They likely took Steam out of the repository. You can visit the Steam site, download the .deb file (it appears automatically when you enter from a Linux machine), and then run cd Downloads followed by apt install ./steam-latest.deb.

Download the .deb file directly from the Steam site and execute it using your preferred installer. If the default installer fails, locate the file in your downloads and switch it to a different method such as Software Installer. It should proceed successfully.
