You need a local installer version that doesn’t require internet access. This way you can run your programs without any online dependency.

Access the official Microsoft download hub to obtain Microsoft .NET Framework 3.5 Service Pack 1 (Complete Set). Complete the installation process. Have you attempted it before?

For older programs, use the official installer. If you need to run legacy software, consider a virtual machine instead of risking your main operating system.

Yes, you can update Windows from an installation media without connecting to it online. Use tools like Windows Installer or the built-in Windows Update feature to download and install updates locally.

I attempted that yesterday, trying to download it from the web, but it doesn't work. I'm using Windows 10 version 20h2.

I discovered a method; it required several hours to locate a fix. I needed to run the command prompt to update using the installation media. The instructions are saved in a text file for easy copying and pasting, along with a guide for future reference.
