Place Cat5e near the carpet for roughly 65cm, then move it past the skirting board. Is this a good choice?

Not a good choice. Consider Cat 6a instead. Otherwise it's okay. Edit: also think about using flat cable?

You already have a Cat5e cable, which is sufficient. Investing extra for Cat 6a isn't necessary unless you need higher performance.

It seems you're planning a new home or apartment with high-speed connectivity in mind. If yes, the added expense might be justified. 2.5gbe and 5gbe are becoming more common in mainstream PCs, and even 10g is now affordable. By 2030, your children might dislike slow internet if they grew up with outdated connections, making a retrofit costly. However, if you're likely to move again within five years and don't prioritize speed, go with 5e. You could also experiment with running cables under carpets—just check if the carpet allows it and ensure a clear path.
