My CPU's idle speed used to be between 1.20 and 1.80, but lately it's been stuck around 1.40 and sometimes jumps to 1.90–2.30 or even 3.40. This has been happening for a few days now. Is this normal? Could it be linked to Windows updates? I'm pretty sure this kind of instability started after a small update was released. I've tried reinstalling Windows, but the issue persists. I tend to be very cautious and worry about small changes, which often leads to more random problems. I hope you understand what I meant... Do you know if this is typical for an i7 10700F?

This is normal and expected operation of a CPU. This is not caused by an update.

As long as it doesn’t cause crashes, there’s nothing to worry about.
