Specifications:
Motherboard:
ASUS Prime Z790-A
(new)
Processor: i7-13700K (new)
Memory: 2x16 DDR5-6000 (G.Skill F5-6000J3636F16GX2-TZ5K) in A2, B2 slots
Power Supply: 700W Thermaltake
Cold start functions perfectly, quickly, Windows launches, no crashes.
Q-LED sequence: Red -> Yellow -> White -> Green -> POST + BOOT
However, normal reboot or wake from slumber won't function.
Q-LED sequence: Red -> Yellow for extended period -> All lights OFF -> Nothing occurs.
Also exiting from BIOS will result in the same behavior - no POST.
The only remedy is to perform a cold restart (with physical button) or toggle power supply off/on. After that - works flawlessly.
I have spent several days diagnosing this issue:
updated BIOS & IME firmware to latest
reset CMOS
Experimented with XME settings
Reinstalled Windows on a different NVMe drive on a different slot. (however, as mentioned it is not an OS issue because exit/reboot from BIOS also fails)
reseated RAM, tried 1 and 2 modules.
reconnected all the cables.
removed video card (using integrated GPU)
Updated firmware for NVMe
I have found similar issues extensively without a working solution. Maybe someone has any suggestions before submitting for warranty.
UPDATE: Specified Q-LED sequence, updated NVMe firmware.

It turned out that the CPU socket had a few bent pins (

) - local service identified them.
Not sure if it came from ASUS or if I somehow damaged them during the initial assembly.
ASUS declined to replace it under warranty (fine, maybe fair) and support was one of the most unhelpful I have experienced - for instance, they suggested that RAM is not on the QVL list until I provided a screenshot from their own site.
Local service personnel also cautioned that ASUS has been encountering numerous issues with RAM compatibility, BIOS stability, etc., in recent years.
Final outcome - purchased a comparable MSI motherboard, build quality and overall experience appear much improved.

Actually - storage can be removed; the same issue persists with exiting from BIOS - no POST until cold restart. - I will attempt to procure another power supply but truly doubt it will assist (power supply is several years old and has been functioning well. 700W is also sufficient) In the original post, I added details on Q-LED sequence during cold boot & restart scenarios. Also attempted reseating CPU according to https://forums.

Power supply swapped with Be Quiet! 750W, including 2x 8-pin CPU connectors (previously only one was available). No difference - after restart, blank screen, no POST.

UPDATE: A new BIOS version (1205) was released today - only 5 days after the last one, so - oh, they might have discovered a bug. Also corresponding ME firmware (16.1.27.2176v2_S) was released.
So I installed ME first - and when it prompted the restart, the computer booted fine for one single occasion. BIOS update did not assist.
However, now I have uncovered a new symptom - every time I install the same ME firmware (utility does not verify if the same version is already installed), reboot operates correctly! But the next reboot from either OS or BIOS fails again. Therefore, I suspect that it is indeed a firmware fault, not hardware.

Is this issue from new, or did it just occur recently?
If I were you, I would install Windows fresh, if it's at all feasible.

I have already mentioned that I reinstalled Windows, on a different NVMe drive, in a different M.2 slot, without changes. Also, the problem arises merely by exiting from BIOS, so it is not a storage/OS issue. It is a new setup.

In that scenario, I would consider it a hardware fault. Most likely the motherboard.
