Hi,
After upgrading the CPU, I required a new motherboard. I also purchased a new SSD and performed a fresh Windows installation. I’m wondering about my possibilities for transferring settings and files from the previous SSD. Would it be feasible to move all documents from my old Windows installation onto the new one? I’m still using the old SSD, but not as a boot drive.
Thanks in advance.

Personal data files (pictures, mp3s, Word documents, etc.) can be copied from an old drive to a new one. When connected, the old drive should show as D or E or F, whatever. What "settings" are you referring to? You have a new CPU, SSD, and motherboard. The best advice is to reinstall all applications.

By settings I mean window appearance choices such as taskbar colors and arrangement.

Are both drives connected to new system and up and running off the new SSD/OS
I like to make it easy when moving stuff over. Go to ----"C" drive ---- Users----than pick your account on the new OS.
Open that folder and move it to the right of the screen. There is all your stuff . Desktop, pictures, Documents, and all the rest of your destination folders. NEW SSD
Go to your old OS drive that should be "D" and go to users again. Open that folder and there is all your old stuff open this folder to the left.
Desktop, pictures, Documents, and all the rest of your destination folders. OLD DRIVE
Than go down the list of folders desktop to desktop, pictures to pictures and go through rest of the folders and do the same.
So whatever you want off your old drive say in Desktop click open that folder on both user folders you have opened up earlier.
I like to drag and drop from left to right so I don't get mixed up. Don't cut and paste if you get a glitch you loose data.
Just do each folder 1 to 1 that should take care of your data.
There could be some save game files in appdata but that should mostly be left alone until game is reinstalled. If you don't game don't worry about appdata.

Generally, I believe you won't be able to simply "copy" those settings. You've already installed a fresh version of Windows with a completely new registry. I would usually attempt to recreate the configuration manually, one section at a time.
