I'm unsure why the boosting isn't factored into the thermal design point. Usually the processor handles boosting itself. It's not completely unnecessary, just not always required.

Watts (TDP) are included because the processor turns almost every bit of electrical power into heat. You need to change wattage into BTU per hour to grasp how much energy is being lost and how long it takes. Heating a heat sink isn’t instant—it depends on the conversion you use. tCase and Tambient work closely together. The outside air is actually inside the case, as confirmed by the intake fans.
