They need to be reinstalled, except for non-install .exe files, which are rare.

Certainly users may rely on the old installation directory. They'll retain standard configurations unless AppData folders are backed up. You can manually add the .exe to the start menu so it stays prioritized. (<- note for Windows 7, similar concept) If you prefer a quick fix, simply reinstall and apply settings afterward.
